Virtue signaling, and perhaps an attempt to mobilize a mob.
Establishing his bona fides as a reliable Party apparatchik. He'll still become a useless eater more quickly than the true Inner-Party nomenklatura, though.
Does he use binoculars to see who stopped clapping first so that they may be reported to the KGB...uh...I mean FBI?
