We're in a War on Terror (Ahem! Sorry, Global Struggle Against Extremism.) in the same way we're in a War on Drugs and were once upon a time in a War on Poverty. It's an idea. I know no formal declaration of hostilities. It's all semantics. And as we all know, the Bush Administration is nothing if it ain't antics.
